Representative Proctor entered public service after a 45-year career in education. 
He served with distinction in public and private institutions in the Southeast and as
the President of Flagler College in St. Augustine for 30 years. 

A former teacher and coach in Florida’s Seminole and Orange Counties,
Representative Proctor served as Assistant Football Coach and Assistant Dean
of Men at Florida State University and subsequently as Superintendent of Schools
in Rock Hill, South Carolina, before assuming the position of Dean of Men at Florida
Technical University (now the University of Central Florida), the position he held
immediately prior to the presidency of Flagler College.  Under his leadership, the
College’s consistent growth and his administration’s sound financial management
resulted in national recognition for academic excellence and affordability.

In 2001, Representative Proctor resigned from the presidency of Flagler College in
order to accept an appointment by Governor Jeb Bush to the Florida Board of
Education, now designated as the State Board of Education, a body charged with
oversight of Florida’s educational system from kindergarten level through graduate
school. 

Representative Proctor entered public service to further his commitment to improving
the state’s educational system and to address other issues of statewide concern.  He currently serves on the Postsecondary Education Committee, the Schools & Learning Council, the Economic Expansion & Infrastructure Council, and is Chair of the Tourism & Trade Committee.  He is also the chair of the Select Committee to Protect Personal Information. An Army veteran, who was honorably discharged with the rank of Captain, Representative Proctor has championed veterans’ rights and was instrumental in establishing a veterans’ home in District 20.

Representative Proctor has also established a strong record of leadership and service in civic and charitable organizations in the District.  He is a former member of the St. Augustine City Commission and served as Chairman of the City Planning Commission.  He served as Chairman of the Board of Trustees of Flagler Hospital and as Chairman of the Board of Directors of Penney Retirement Community.  Representative Proctor served for 18 years as a member of the Board of Trustees of the Florida School for the Deaf and the Blind and as Chairman for 12 years.  A complete listing of Representative Proctor’s civic service activities is provided below. 

Representative Proctor has been honored by the City of St. Augustine with its highest honor, the Order of La Florida.  He also received Secretary Him Horne’s Life Education Achievement Award and the Military Order of World Wars’ Patrick Henry Award for Patriotic Education.  Representative Proctor’s alma mater, Florida State University, awarded him the Distinguished Educator Award and honored him as a member of its Athletic Hall of Fame.
